About Scholarships

External and internal scholarships contribute in a significant way to the Sultanate’s economic growth. A major aim of the Oman Government is to ensure that students take programs in areas relevant to the Sultanate’s job market. One way to reach this objective is by offering internal and external scholarships that enable students to pursue higher studies in certain specialisations, albeit at different degree levels, in Higher Education Institutions (HEIs) within and outside Oman. The aim is to produce graduates who have not only technical competence and knowledge in core disciplines, but also generic skills sought by employers, such as critical thinking, problem-solving, team working and communication skills.

The Ministry of Higher Education (MoHE) Directorate-General of Scholarships consists of four departments as follows:

 

  • Internal Scholarship Department
  • External Undergraduate Scholarship Department
  • External Postgraduate Scholarship Department
  • Higher Education Services

Internal scholarships:-

the Ministry of Higher Education since taking the project scholarships internal to the children of the families of social security since the academic year (2000/2001 m) on the interest in this category, and the pursuit of forward to progress in the field of higher education until the turn of these families from the families of security to the families of productive provide for themselves a decent living and participate in nation building.

The attention of the ministry since the beginning of this project is to expand in the establishment of private universities and colleges in the Sultanate that are commensurate with the need for education to a country and keep pace with advances in science and technology in the world, an important tributary to implement this vision, where the educational institutions to absorb outputs of a diploma of general education with educational institutions government and through the provision of educational programs in various fields that allow the student to attend qualifying for admission to the labor market, where the number of private universities and colleges in the Sultanate at the end of the academic year 2010/2011 m (26) private educational institution.

Also been converted project missions District, which was supervised by former Ministry of Manpower to the Ministry of Higher Education from the academic year (2004/2005), and became the department is overseeing a number of scholarship programs. Have been made and the Ministry of Higher Education a vital role in the quest to provide scholarships in the Sultanate for the children of the families of social security and income (difficult cases) in universities and private colleges in the Sultanate and follow up the progress their studies and to overcome all difficulties and obstacles that face them throughout their period of study and is to this vital role in the following aspects:

Internal scholarships to the children of the families of social security and income: -
1 - The ministry provides annual number (1500) scholarship for the children of the families of social security so as to be exempt tuition fees in addition to Custom Monthly.

2 - The ministry provides annual number (618) Mission partial to the children of limited income to contribute to the ministry by (100%) value of tuition fees only.
3 - The ministry provides annual number (100) Scholarship is a competitive category of Social Security or low-income people (difficult cases) to study at the Maritime College Oman, covering tuition fees only to study the Bachelor degree.
4 - The department provides a number of missions to study the annual General Medicine Medical College of Oman are to compete for the year.
5 - The ministry provides a number of scholarships to study medicine and dental surgery Dental College Oman is available from (20) twenty mission dedicated to the children and families of the Social Security (40) Mission of the competition year.
6 - scholarships for girls and Omani number (500) grant includes tuition fees only to study the degree Bachelor of private higher education institutions in the Sultanate.
7 - year competitive grants to all students and number of Omanis (7000) bears the ministry scholarship tuition fees only to study the degree Bachelor of private higher education institutions in the Sultanate.
8 - grants government and private agencies are advertised, if available through the HEAC.

The ministry is concerned to address the needs of the labor market and interdisciplinary scholarship that is compatible with output up to the realities and needs of the labor market.

Follow-up student academically in private higher education institutions: -

The Scholarships Department of Interior, Directorate General of missions follow up the study of students from families of social security and low-income students in private universities and colleges in the Sultanate and stand in front of all the obstacles that hinder the student during his study, where the issuance of the regulations of the scholarship of Interior Ministerial Resolution No. (35 / 2006)on May 8, 2006 m, which includes all the procedures relating to students on scholarships at the expense of the Ministry of Higher Education to study in private higher education institutions in the Sultanate.

Follow-up defaulters students in the study of children of the families of social security and income:

The Ministry of Higher Education is always to lend a helping hand and assistance to its students on scholarships at their own expense and face some difficulties during their studies, where the Ministry is taking the following (to extend the study period, the transfer of students from the educational institution to the other educational institution, change of specialization, to approve the postponement of the study in the absence of the student's ability to continue his studies in that period as a result of social or physical conditions or health).

outstanding students from families of the sons of Social Security:

The Ministry to resume the financing of the savvy students from families of the sons of the social security of students in private educational institutions in the Sultanate at the expense of the ministry and to continue their university studies for a bachelor's degree.

As for the students of the exalted sons of families of difficult cases (low income) with the highest rates are to determine the number of seats assigned each year to undergraduate students for the competition between graduates in the same academic year.

External Scholarship

Divided into missions and external grants to foreign missions, which has two full category (a) or (b), and give (give full and partial) Introduction of brotherly and friendly countries.The details are as follows:

In turn are divided into:
Scholarship full: It means the opportunity offered by the government represented by the Ministry of Higher Education or from one of the other government agencies or quasi-governmental or private to one Omani students for university study abroad for a university degree in a discipline specific a mission study into two categories, namely:
Mission category (a): includes all exchange allocations and allowances provided for in the law of the missions, grants, study grants and its implementing regulations.
Mission category (b): These include the exchange of missions (5) things that only a (LCA monthly + cost of living allowance + school fees up to a maximum twenty thousand U.S. dollars + health insurance allowance or treatment + tickets).
Scholarship: It means the opportunity offered by one of our sister or friendly to the student Omani winning General Education Diploma or its equivalent through the Ministry of Higher Education to continue his university studies at a university in the States for the qualification of university in the specialty selected, in accordance with the conditions stated there.Two types of scholarships: -
grant full: are those that provide for the donor country to assume all tuition fees and living costs, travel and treatment throughout the period of study the student.Has been set as follows:
Some of these bodies bear the expenses related to the study of all student tuition fees or living costs, accommodation, tickets and more.
Some agencies may require that the student choose the college only for specialty Fathddh University after that. It may also require passing tests or interviews or something like that.
Some of these grants may be to get a diploma only.

grant partial: it ensures that the donor to bear the tuition fees only, or tuition fees and part of the cost of living, and are as follows:
either be borne by the donor only tuition fees and student's parent bears the remaining costs.
or the donor to bear the costs of accommodation and subsistence and transportation in addition to tuition costs, and remain on the parent's travel costs, books, pocket money and the like.

Study outside the Sultanate at the expense of the student's:
In the case of the desire of students to study outside the Sultanate at his own expense, it is first necessary to continue with the Department of Foreign Missions Directorate General of missions, the Ministry of Higher Education to identify the programs and educational institutions recognized by the concerned authorities in the Sultanate so as to avoid loss of effort, money and time on the student to be able to continue his studies by the university.

Department of Graduate Studies

Is one of the departments under the Directorate General for missions and is composed of three divisions: Division of Arab States - Department of Foreign Countries - Department study in the Sultanate, and the terms of reference circle centered on the following:
Participate in developing policies and plans for graduate studies to meet the needs of the Sultanate of highly qualified professionals scientifically and artistically.
Participate in identifying universities and higher institutes in various countries around the world, which can be for those wishing to complete their studies to join.
facilitate the task of students who wish to conduct field research related to their studies within the Sultanate, in coordination with the concerned authorities.
the direct supervision of the progress of students study in cooperation and coordination with the Cultural Missions abroad or the embassies of the Sultanate.
Organization of the registration process for those wishing to complete their studies through a system of affiliation.

Department of studying in the Sultanate:

This section shall terminate and complete the proceedings who wish to continue their higher studies in universities and colleges in the Sultanate, according to the following steps:

- Completion of all formalities related to academic and administrative enrollment wishing to continue their higher studies in universities and colleges referred to in coordination between the department and those institutions.

- Open files for those who are admitted to educational institutions mentioned above.

- Follow-up all the issues relevant to students of graduate studies in the Sultanate.

Important Notes

Seeking the Directorate General of missions represented in the Department of Graduate Studies to provide aid and assistance for those wishing to complete their studies within and outside the Sultanate and then facilitate all the procedures related to their studies.

In order from the Department of Graduate Studies to complete the transaction received from the various organs and units of the administrative apparatus of the state and private sector institutions and citizens simultaneously and rapidly, it is hoped that taking into account the following observations:

1. When submitting the application to complete graduate studies either in person (other than employees) or through the employer for employees in both the public and private sectors, it must attach the following documents:
When the nominations for the master's study requires the provision of the following documents:

- Fill out form graduate student + form equation + commitment (from the site of the Ministry)

- A copy of the certificate of high school.

- Out of a BA + transcript, provided that these documents in addition to the high school certified by the competent authorities in the country issued it in addition to the Embassy of the Sultanate in the same country, in the case of the issuance of these certificates from outside the Sultanate.

- A copy of the ID card and passport.

- Two passport photos.

In the case of nomination for the PhD must provide certificates and documents referred to above in addition to a Masters degree and transcript and a copy of the thesis for those wishing to study in Arab countries, provided that such certificates certified if issued outside the Sultanate, as mentioned earlier.

2. In addition to the need to provide the documents referred to in A, B must be attached to accept the candidate graduate from the university they wish to study them both in the Arab or foreign countries, and can these candidates get accepted them from the international information network "Internet" or offices of education services licensed by the Ministry.

4. For students on scholarships to study at the expense of the state it is incumbent on them if they wish to extend their mission, cut, change the university, specialization or country of study to their request to the Chamber through cultural attachés or embassies abroad, together with the opinion Sultanate academic supervisor.

5. Need for the application referred to in the "4" to the circuit before a sufficient period (at least two months) to be referred to the Committee on missions that would consider such requests in accordance with the law of the missions, scholarships and study grants.

Scholarships, Fellowships and Study Grant Law

The Ministry of Higher Education issued Scholarships, Fellowships and Study Grants Law to organize the process of emission of Omani students to study abroad. The law includes five main chapters, namely:
  1. Chapter I: Definitions and General Provisions.
  2. Chapter II: Scholarships.
  3. Chapter III: Grants and school holidays.
  4. Chapter IV: Rights and obligations of delegates.
