(Extract of Research)

      The problem with the current search in the presence of a need to develop competencies of special education teachers in Oman in the use of educational technology and Atjahathen the like, so went this research is to design e-learning program based on the competencies for the development of those skills and attitudes towards it.
      
    
So the goal of this research is to achieve: the list of competencies teachers of special education in the Sultanate of Oman in the use of educational technology and Atjahathen the like, and a list of needs assessment on the use of educational technology for teachers of special education in the Sultanate of Oman, and a list of criteria for program design e-learning based on competencies in the development of competencies teachers of special education in the Sultanate Oman in the use of educational technology and Atjahathen the like, and the system of e-learning program based on competencies, and reveal the effectiveness of implementation of this program in the development of skills for the use of educational technology and trends so the parameters of special education in the Sultanate of Oman.
       
     
Therefore, the researcher derive the required competencies for teachers of special education, and training requirements, and the arbitration it, and he designed an e-learning program based on the application of competencies model AE Butcher (2002) and arbitration him and his leave in light of the design criteria.
 
       
And The tools of current research in: a test in Mdiolat e-learning for the development of competencies to use technology education, as the researcher prepared cards NOTE skills, as well as gauge the direction toward the use of educational technology, has been to ensure validity and reliability of these tools to be applied a priori and the Badia on the two sets of research that formed from (60) parameter of the (Institute of Omar ibn al-Khattab for Mkvvin, and the School of Education property, and a school hope the Deaf) in Muscat, Sultanate of Oman, and divided into two unequal in the design of experimental sets compared pre and post, one trial consisted of (30) parameter studied the program of learning-mail based on competencies in the development of competencies of special education teachers in the use of educational technology and Atjahathen the like, and the other control group consisted of (30) a teacher did not undergo a program of e-learning.
    
     
After the pre and post application of research tools on the parameters of the two sets of experimental and control research, has the statistical treatment of data using the statistical software package for Social Sciences (SPSS) on the computer, and then answer the research questions and test hypotheses.
        
      
The results of research and a statistically significant difference at the level of significance (0.50 (between the middle-level parameters of the experimental group in the application of pre and post application bad in the achievement test, and in the cards NOTE skills, and in the scale direction, and the presence of a statistically significant difference at the level of significance (05 , 0 (between the average scores of the experimental group, and the average degree of the control group in the post application of research tools (achievement test, cards and note skills, and the measure of direction in the development of competences of teachers of special education in the Sultanate of Oman in the use of educational technology and Atjahathen the like) in favor of the experimental group.
     
     
Also revealed the results of the study on a highly effective program of e-learning based on competencies, both in the development of competencies teachers of special education in the Sultanate of Oman in the use of educational technology or the development of Atjahathen so exceeded the value spoken (1.2) for the proportion of earnings adjusted for Blake, as well as also the value of the spoken ( 0.6) for the efficiency ratio for the Mac Jojian, as was the effect size (Eta square (η2 program on the development of dependent variables (competencies of special education teachers in Oman in the use of technology education - trends toward the use of special education teachers in Oman in the use of educational technology) is higher than (0.14), as the interpretation of results, and provide five recommendations and five proposals for future research are based on the search results.
